A translation alone does not automatically prove that the underlying document has been authenticated. Students should establish the correct order of certification, legalization and translation before sending original documents to Albania.

Name and Date Consistency

Differences caused by transliteration, multiple surnames or reversed name order should be resolved before application. The same spelling should appear on the passport, university records, financial evidence and Albanian translations. Application Process Through e-Albania

The application begins online, but it is not a fully paperless procedure. Approval is followed by local address registration, payment for the biometric card, submission of originals and an in-person biometric visit.

Step 1: Create the Application File

The student or an authorized representative completes the residence-permit service through e-Albania. The applicant enters the requested personal, travel, education, accommodation and financial details and uploads the supporting documents.

Files should be legible, complete and correctly oriented. A passport upload should include every page requested by the service rather than only the photograph page.

Step 2: Pay the Service Fee

The applicant pays the residence-permit service fee and uploads the payment receipt in the relevant section of the online form. The biometric-card charge is handled separately later in the procedure.

Step 3: Receive the Provisional Permit

After the application request is accepted, the border and migration authority issues an electronic provisional permit within five days. Under the Law on Aliens, the provisional document temporarily substitutes for the permit being processed.

A provisional permit should not automatically be treated as an international travel document. A student planning to leave Albania while the residence application is pending should confirm re-entry requirements with the regional migration authority before travelling.

Step 4: Answer Document Requests

The applicant receives updates by email. If the regional border and migration authority identifies incomplete information or missing documents, the student is notified and normally has 30 days to complete the file.

The email address entered in the application should be checked regularly, including filtered and spam folders. A request that is not answered within the stated period can delay or interrupt processing.

Step 5: Complete Post-Approval Actions

After approval, the applicant must complete several actions within 30 days:

1. Attend the local civil-registry office to confirm the exact residential address.
2. Pay the biometric-card charge at an Albanian second-level bank using the payment details provided by email.
3. Send the original documents to the regional migration office by post.
4. Include the application form generated by e-Albania and signed by the applicant.
5. Attend the regional migration office in person with the biometric-card payment receipt.
6. Provide fingerprints and complete any other required identity procedure.

The address used at the civil registry should match the accommodation information in the residence application. A move during processing may require updated evidence and notification to the responsible authority.

Step 6: Collect the Biometric Card

The Ministry’s published procedure states that the applicant is notified by email within approximately two weeks to collect the biometric residence card from the regional migration office.

Fees and Processing Stages

Visa fees are separate from residence-permit charges and may be based on reciprocity or the applicant’s nationality. Fee exemptions or different permit conditions may also apply to certain applicants under Albanian law or international agreements.

Permit Validity and Renewal

A first student residence permit is generally issued for no longer than one year. It may be renewed in one-year periods until the student completes the school program, degree or approved training. When a course lasts less than one year, the permit may be issued for the course duration.
