How to Create an e-Albania Account as a Foreigner

Foreign nationals can create a personal e-Albania account when they have an Albanian residence permit and the identification number assigned through the Albanian registration system. A foreign passport number by itself is not the standard identifier used to open this type of account. Foreigners without a residence permit may still be able to use certain e-Albania services through a separate “Shtetas i huaj / Other Nationality” option, while foreign owners or administrators of Albanian businesses have another registration route.

The distinction that matters: having access to an e-Albania service as a foreign national is not always the same as having a standard personal e-Albania account. The correct route depends on your residence status and the service you need.

Can Foreigners Create an e-Albania Account?

Yes, but the standard personal registration route is tied to Albanian identity records. According to e-Albania’s official registration instructions, foreign citizens with a residence permit in Albania can register by using the identification number assigned when they receive their residence permit.

This makes residence status more relevant than nationality. A foreign resident who has been entered into the Albanian system has an identification record that e-Albania can verify. A visitor who only has a foreign passport normally does not have the same registration basis.

Your SituationPersonal Account RouteWhat Normally Applies
Foreign citizen with an Albanian residence permitAvailableRegister with the identification number assigned through the Albanian residence record
Foreigner with only a foreign passportNot through the standard resident registration routeCheck whether the service offers “Other Nationality” access
Foreign owner or administrator of an Albanian businessSeparate business routeUse the foreign business account registration option where applicable
Foreigner using a service that supports direct foreign accessA personal account may not be required for that serviceSelect “Shtetas i huaj / Other Nationality” when the service provides it

The last distinction is easy to miss. Some e-Albania services have their own foreign-user workflow. This does not mean every foreign national can create a full personal profile using a passport number.

    What You Need Before Registering

The personal registration form checks information against Albanian public records. Prepare the details associated with your Albanian identity record rather than entering approximate spellings or substituting unrelated document numbers.

    • Your Albanian personal identification number (NID) assigned through the relevant Albanian record.
    • An email address you can access. The activation link and later account notifications are sent there.
    • A working mobile number. A verification code is sent during activation.
    • The expiry date requested by the registration form for the identification document connected to your record.
    • Your registered personal details, including first name, surname, father’s name, mother’s name and date of birth.
    • A new password meeting the current registration requirements.

Do not automatically enter your passport number in the NID field. For a foreign resident, e-Albania identifies the relevant number as the identification number provided in connection with the Albanian residence permit.

    Phone Number Format

e-Albania’s official help information gives different formats for Albanian and foreign mobile numbers. An Albanian mobile number is shown in the format +355 6xxxxxxxx. For numbers outside Albania, the help page uses the international prefix beginning with 00 followed by the country code and phone number, with examples such as 0044, 0039 and 0032.

If the registration interface provides a country selector, use the country and number format shown on the live form. Phone-field presentation can change as the portal interface is updated.

Password Requirement for a New Account

The current e-Albania registration instructions state that a new account password must contain at least 14 characters and must not begin or end with spaces. Password-recovery screens may show their own password criteria, so the rule displayed during a later password reset should be followed for that separate process.

What NID Means for a Foreign Resident

NID refers to the personal identification number used by e-Albania to identify an individual. Albanian citizens normally use the number found on their Albanian identity documents. A foreign resident follows a different path: e-Albania states that the foreign citizen uses the identification number assigned while obtaining an Albanian residence permit.

This number links the registration attempt to records held by Albanian institutions. It is why entering a valid foreign passport number in the NID field is not an equivalent substitute.

Your Details Must Match the Albanian Record

The registration form requests more than a name and date of birth. It includes the first name, surname, father’s name, mother’s name and date of birth. e-Albania specifically states that personal information must match the Civil Status Registry (Regjistri i Gjendjes Civile).

Pay attention to exact spelling. The portal’s instructions specifically warn users to take care with the Albanian characters ë and ç. If your official Albanian record contains a spelling that differs from the version you normally type, the registered version is the one that matters for validation.

How to Create Your Personal e-Albania Account

    1. Open the Registration Page

Go to the official e-Albania portal and choose the registration option. The portal currently separates user registration from the creation of a business account for foreigners.

If you are registering as an individual foreign resident, choose “Regjistrohu si përdorues”, meaning register as a user. Do not choose the foreign-business option simply because you are not an Albanian citizen.

    2. Enter Your Personal Identification Number

Enter the NID associated with your Albanian residence record. Check every character before continuing. This field establishes which identity record the registration form will attempt to match.

    3. Add Your Email Address

Use an email account that you can open immediately. e-Albania sends an activation link to this address, and the same email can later be used for portal notifications and authentication.

    4. Enter the Requested Identification Document Expiry Date

The form displays the date format as DD.MM.YYYY. Enter the expiry information corresponding to the identification record requested by the portal. Do not guess which document the system has on record if validation repeatedly fails.

    5. Add Your Mobile Number

Enter a number that can receive the activation message. Follow the international formatting shown by the live form for a non-Albanian phone number.

    6. Create and Confirm Your Password

For new-account registration, use at least 14 characters. Avoid spaces at the beginning or end, then enter the same password again in the confirmation field.

    7. Enter Your Personal Details Exactly

Complete the first name, surname, father’s name, mother’s name and date-of-birth fields using the data held in the Albanian record. This is not a place to use an informal spelling, shortened name or translated version that differs from the registered data.

    8. Complete the CAPTCHA and Privacy Consent

Enter the CAPTCHA shown on screen and approve the required personal-data consent. If the CAPTCHA expires or is difficult to read, generate a new one rather than repeatedly submitting an uncertain value.

    9. Submit the Registration

Review the fields before pressing the registration button. A correctly submitted form still needs to go through account activation before the profile is ready for normal use.

    Activating the Account

e-Albania’s current registration process uses both a phone verification step and an email activation step. Completing only one of them does not represent the full activation procedure described by the portal.

    1. Receive the six-digit code sent to the mobile number entered during registration.
    2. Enter the code when prompted.
    3. Open the activation message sent to your email address.
    4. Follow the activation link in that email.

If the Email Does Not Arrive

Check the spam or junk folder and verify that the email address was entered correctly. Because the account activation link is sent to that address, access to the mailbox is necessary during registration.

If the SMS Code Does Not Arrive

Recheck the mobile number and international formatting. A foreign number should follow the format accepted by the current portal interface. If the registration data appears correct but activation still cannot be completed, e-Albania lists helpdesk@e-albania.al for portal assistance.

Your First Login and Two-Step Verification

After activation, personal-account login starts by selecting the citizen login option and entering your NID and password. e-Albania then uses a second verification step.

The portal currently supports verification through:

    • SMS
    • Email
    • A mobile authenticator application

The verification PIN must currently be entered within 120 seconds. The login screen also allows a user to try another available authentication method when appropriate.

    Trusted Devices

After a successful login from a new phone or computer, e-Albania can offer the option to save that device as trusted. A recognised device may reduce repeated verification prompts during later logins.

Only a personal device should be saved this way. A shared or public computer should not be marked as trusted.

If You Do Not Have an Albanian Residence Permit

A foreign passport, foreign email address and mobile number do not by themselves create the identity record required for standard personal registration. The official e-Albania instructions identify foreign citizens with an Albanian residence permit as the foreign-user category eligible for the standard account, using the identification number assigned through that process.

There is an important exception at the service level. Some individual e-Albania services allow a foreign national to proceed through “Shtetas i huaj / Other Nationality” without following the standard resident-account route.

Before trying to create a personal account without a residence permit: open the specific e-Albania service you need and check its own instructions. If it provides “Shtetas i huaj / Other Nationality,” use that route as instructed by the service.

For example, e-Albania currently documents an “Other Nationality” path for certain education-related services. In those cases, the foreign applicant completes the service-specific form and may receive the outcome by email rather than through the normal personal-account document area.

Personal Account, Foreign Access, and Business Account Are Different

    Access TypeTypical IdentifierPurpose
Personal foreign-resident accountResidence-linked NIDPersonal e-Albania profile and eligible public services
Other NationalityDepends on the individual serviceAccess to a service that specifically accepts foreign applicants
Foreign business accountBusiness and administrator information, including NUIS/NIPT-related dataBusiness services for an eligible Albanian-registered entity

    Foreign Business Accounts

e-Albania has a separate registration option labelled “Krijimi i llogarisë së biznesit për të huaj”, meaning creation of a business account for foreigners. This is not a substitute for an individual account.

The official foreign-business form currently requests information such as:

    • NUIS, the unique identification number of the business entity
    • Business name
    • Email address
    • Mobile number
    • Password and password confirmation
    • Administrator identification information
    • Administrator name
    • CAPTCHA and acceptance of the required terms

e-Albania’s help information also states that a foreign citizen without a residence permit may use the foreign-business registration route when acting as the owner or administrator of a business, subject to the portal’s business-registration conditions. The registration should be completed in the capacity of the business administrator.

    Why Registration Can Fail

Many registration problems are data-matching problems rather than missing form fields. e-Albania explains that information displayed on the portal comes automatically from databases managed by the responsible public institutions. The portal itself does not modify those underlying records.

    ProblemWhat to CheckNext Step
NID is not acceptedConfirm that you are using the Albanian identification number connected to your residence record, not simply a passport numberVerify the number against your Albanian documentation or official record
Name or personal details do not matchCheck exact spelling, date of birth and parent-name fieldsUse the information recorded in the Albanian system
Expiry date is rejectedCheck the date format and the identification record being requestedUse DD.MM.YYYY and verify the relevant document data
Password is rejectedCheck the current new-account requirementUse at least 14 characters and remove spaces from the beginning and end
SMS code does not arriveCheck the mobile number and international formatCorrect the number if necessary or contact portal support
Activation email does not arriveCheck the entered email address and spam folderMake sure the mailbox is accessible
CAPTCHA is rejectedMake sure the displayed CAPTCHA is still currentRefresh it and enter the new value

When Your Name or Other Personal Information Is Different

If the portal shows personal data that differs from what you expect, repeatedly opening new registration attempts may not resolve the problem. The data presented by e-Albania can originate from the institution responsible for the underlying register.

First compare the spelling and dates carefully with your Albanian documentation. Differences involving diacritics, transliteration, parent names or the identity record itself may prevent successful validation. If the data held by the responsible register needs clarification, the issue may need to be addressed through the relevant institution rather than by changing information freely inside the e-Albania registration form.

If You Forget the Password Later

The portal provides a password-reset process for existing users. A citizen account uses the NID during recovery, followed by an OTP verification method such as SMS, email or an authenticator application. The verification code is currently valid for 120 seconds.

The password criteria shown during recovery can differ from the criteria published for creation of a new account. Follow the requirements displayed on the live reset screen rather than assuming that the registration and recovery rules are identical.

What You Can Manage After Login

Once the personal account is active, the e-Albania profile brings together account information and activity connected to the services available to that user.

    Public Service Applications

The profile contains an area for applications submitted for public services. This allows eligible applications to be followed from the user’s account.

    My Documents

The My Documents area provides access to documents downloaded or generated through the portal where the relevant service supports that delivery method.

    My Messages

Account communications and notifications connected with portal services appear in the My Messages area.

    Authentication Settings

The profile includes controls for authentication methods. Users can manage supported authentication options and, where available, add, remove or replace an authenticator application when moving authentication to another device.

    Managing Trusted Devices

Previously registered trusted devices can also be managed from the profile. This is useful after replacing a phone or computer or when a device should no longer be associated with easier account access.

An Account Does Not Automatically Unlock Every Service

Creating an e-Albania account establishes a portal identity; it does not automatically make every public service available to that user. Individual services can have their own eligibility conditions, required records, supporting documents and applicant categories.

Before starting an application, read the service page itself. It may specify whether the service is for citizens, residents, businesses or foreign applicants, and whether a separate Other Nationality route exists.

Official-information notice: e-Albania registration requirements, identity-verification methods and residence-related procedures can change. Confirm the current requirements on the official e-Albania portal and the responsible Albanian authority before relying on them for a residence or administrative application.
